🔐 Chave Móvel Digital in Madeira and SIGA: the newcomer's guide to State logins and skipping the queue

The Chave Móvel Digital in Madeira is the one login that unlocks almost every State service you will touch as a newcomer. Think of it as your master key. Once it works, you log into the Tax Portal (Finanças), Segurança Social Direta, the SNS health portal, AIMA and ePortugal with a single phone number and a PIN, no smartcard reader needed. The two apps that make life here bearable are autenticação.gov for the login itself and SIGA for the queue. This guide is the English layer over both. It does not replace the official apps, it just translates them and tells you which counter to walk to and what to bring.

In short

The Chave Móvel Digital in Madeira (CMD) is the free single login Portugal uses for the Tax Portal, Segurança Social, SNS, AIMA and ePortugal. You activate it with your Citizen Card, passport or residence permit and a Portuguese mobile number, then confirm with a PIN you choose. To avoid the wait, use the SIGA portal or sigaApp to take a remote queue ticket (senha) or book an appointment at the Loja do Cidadão da Madeira, Avenida Arriaga 42A, Funchal.

Get your identity document and a Portuguese number ready

To activate the Chave Móvel Digital in Madeira you need an identity document and a Portuguese mobile number tied only to you. Portuguese citizens use the Citizen Card or Cartão de Cidadão. People from outside the EU use a passport, residence title or residence permit plus a NIF. The CMD is free for everyone, and the phone number can only be linked to one CMD account, so do not share a number with your partner.

Activate online with the gov.pt app

The fastest route is the gov.pt app on your phone. Stand somewhere well lit, scan your Citizen Card and let it capture your face. You pick a 4 to 8 digit PIN that you will type every time you log in, plus you receive a one time SMS code on each authentication. No card reader, no trip into town. If you only hold a passport or residence permit, the in person route below is usually required.

Or activate in person at the Loja do Cidadão da Madeira

No Citizen Card chip, or the video and app route fails? Walk into the Loja do Cidadão da Madeira on Avenida Arriaga in Funchal. The IRN registos counter (DRAJ) handles Citizen Card and CMD activation on the spot. Bring your document and your phone. They link the number, you set the PIN, and you walk out with a working login in minutes.

Test your login before you need it

Do not wait until a deadline. Go to the Tax Portal (portaldasfinancas.gov.pt) or ePortugal, click the Autenticação.Gov button, choose Chave Móvel Digital, type your NIF, your PIN and the SMS code. If it works there, it works everywhere. The same CMD also digitally signs PDF documents, which Madeira landlords and AIMA sometimes ask for.

Install SIGA to skip the queue

Download sigaApp (Android, iOS or Huawei) or open siga.marcacaodeatendimento.pt. SIGA mirrors the physical ticket machine inside the Loja. Search by location or proximity, pick Loja do Cidadão da Madeira, choose the service, and it shows how many people are waiting and the estimated wait time before you even leave home.

Take a remote ticket or book an appointment

In SIGA you either pull a senha (ticket) for the same day and watch your number climb, or schedule a fixed date and time. Choose to receive the senha by SMS or email and show it at the counter when your number is called. For busy services like AIMA, IRN registos or AT-RAM tax, a booked slot beats a same day ticket every time.

Know which counter you need

The Loja do Cidadão da Madeira hosts over 27 entities under one roof. DRAJ does Citizen Card, civil registos and CMD. AT-RAM is the regional tax authority. Segurança Social handles social security. AIMA covers residency and immigration. IMT does driving licences. Pick the matching entity in SIGA so your ticket lands at the right desk and you bring the right papers.
